Members of the WAP simply volunteering and working on some campaigns independently of their WAP duties. I woke to a Demong sign in my front yard and vaguely recalled speaking to him and him asking about a sign and I was pleasantly non-committal (something like, "maybe...let's see when the time comes"). So...that accounts for at least one of the "stolen" signs! I feel bad doing that but I hadn't yet done my homework on all candidates.
